With reference to paragraph 2 of your Despatch No. 440 of the 10th ultimo, I have the honour to refer you to my Despatch No. 573 of the 16th ultimo, and to inform you that the Community of Hongkong regards the Principal Medical Officer (Military), who is one of the four nominated Members, as an Official Member of the Sanitary Board, although he is of course altogether independent of the Civil Government.
